Diving and Snorkelling
Koh Tao is the undisputed champion. It's one of the world's most popular dive training destinations for good reason:

- 40+ dive sites including Chumphon Pinnacle (whale sharks), Sail Rock, and the HTMS Sattakut wreck

Snorkelling is also excellent. The coral reefs around Shark Bay, Japanese Gardens, and Tanote Bay are accessible directly from shore.
Koh Phangan: Has some decent diving (Sail Rock is shared between the islands, accessed by day trips from Phangan too) but it's not a dive destination in the same league. Most serious divers on Phangan either came from Koh Tao or day-trip back there.

Beaches
Koh Tao: Sairee Beach is the main beach — a 2km strip of white sand with clear water. It's nice. It's not spectacular by Thai island standards, but it's good. The smaller, more remote beaches (Tanote Bay, Sai Daeng, Freedom Beach) are genuinely beautiful and often quiet.
Koh Phangan: Has some excellent beaches. Thong Nai Pan Noi is one of the most beautiful bays in the Gulf of Thailand. Haad Khuat (Bottle Beach) is stunning — only accessible by boat or a steep hike, which keeps crowds away. Haad Rin (the Full Moon Party beach) is heavily developed and not particularly beautiful.

Nightlife
Koh Tao: Low-key beach bars on Sairee. Good atmosphere, decent music, relatively relaxed. Most things wind down by midnight or 1am. A small dive island vibe where people are up early for morning dives.
Koh Phangan: The Full Moon Party (monthly, on Haad Rin beach) is one of the world's biggest recurring events — 20,000+ attendees, multiple sound systems, all night long. The island also has Half Moon parties, Black Moon parties, and a year-round party scene around Haad Rin and Eden Garden. There's also a quieter, wellness-oriented scene on the north and west coasts.
Winner: Koh Phangan by a mile for nightlife. Koh Tao if you actively don't want a party scene.
Yoga and Wellness
Koh Phangan: Arguably the yoga capital of Southeast Asia. The north and west coast (Srithanu, Haad Salat area) has a dense cluster of yoga studios, wellness retreats, detox programmes, and organic food cafes. If you're coming for yoga, this is the destination.
Koh Tao: A few yoga options but nothing like the scale of Koh Phangan.

Koh Tao: Mid-range for Thailand. Budget bungalows from 500–800 THB per night. Mid-range from 1,200–2,500 THB. Food is reasonable. Dive courses are the main expense but they're good value.
Koh Phangan: Similar to Koh Tao most of the time. But during Full Moon week — and the days before and after — accommodation prices on Haad Rin triple or quadruple. Book weeks or months ahead if you're coming for the party, or stay on the other side of the island where prices don't spike.
Winner: Roughly equal outside Full Moon. Koh Phangan gets expensive around the party.
Getting There
Both are only reachable by boat from the mainland (Chumphon or Surat Thani) or from the other Gulf islands (Koh Samui and the island cluster).
Koh Tao: Further from the mainland (2 hours from Chumphon by high-speed catamaran). It's at the top of the island cluster.
Koh Phangan: Between Koh Samui and Koh Tao. 30 minutes from Koh Samui by ferry. Easier to reach.
